simple:
divide the seconds by 60 and add that to the minutes
then divide the resulting minutes by 60
then add that number to the degrees

for example 30 deg 15 min 45 sec
45/60 = .75
add that to 15 = 15.75
divide that by 60
15.75/60 = 0.2625
add that to degrees
30 + 0.2625 = 30.2625 degrees

Suppose you have Longitude of 90 deg 45 min 30 sec then in decimal degrees it will be
= 90+{45+(30/60)}/60= 90.7583333 degrees

Similarly you can calculate latitude in degree decimal.

MS Excel can be very useful for this purpose by putting appropriate formula according to above calculation method.

I presume you mean from degrees minutes secs format to degrees?

minutes are a 1/60th of a degree, seconds are 1/3600 of a degree.

So to convert from Degs:Mins:Secs to degrees use the following:

Degs:Mins:Secs to degrees= Degs+(Mins/60)+(Secs/3600)

So,
32 Degs: 15Mins: 30Secs = 32+(15/60)+(30/3600)=
32+0.25+0.0083=32.2583Degs

I figure the easiest way to do it is to add a period next to the last number. So lets say you have "345". All you have to do is add a period and you have "34.5". Then you got a decimal value!!! Isn't science grand? =)
