I think racial problems are genetic. Humans tend to form groups. They tend to have empathy for those inside the group and enmity towards those outside the group. Groups tend to be formed for many reasons. One of the more prevalent reasons is any obvious common trait, such as skin color.
Therefore, it was probably early on that people started discriminating based on skin color. It is something that humans have done for so long that it becomes second nature for us to do.
In modern times, societies have mixed racially much more than they have in the past. This has caused us to have to get over those ancient biases. Eventually, I think we will, but obviously there are many growing pains along the way.
Mass media, if anything, has helped to solve racial problems. It used to be the case that small communities were all white or all black or all of whatever cultural group they came from, and, therefore, they bonded more tightly racially. However, mass media has brought other races into the household and gotten people used to seeing other races and learning about other cultures. This tends to diffuse race tensions. It is much easier to demonize someone you know less about.
The more you know the humanity of another culture, the more likely you'll include that culture as part of your own group and show empathy towards them.

To a great extent yes the mass media is doing that, it is often a divisive force in our society. It should instead be used as a unification instrument.

I dont think so, intolerance was even more intense when people were watching less TV, now, people have a greater unedrstanding of each others beliefs and lifestyles, and thus are more tolerant.
