One doesn't have to, but pulling it back will help prevent/reduce the infamous "smell" and it's cleaner. But it's not like urine will cause infection on its own, so it's not a big deal one way or the other as long as that person washes the area like once a day.

B/c if you don't pull it back then it's a greater possibility that urine will get trapped in the foreskin, and creates a higher possibility of infection, if not for you then for your sexual partner when you enter her with crusty pee on your peter. (lol) Also, trapped up pee could start smelling funky....think about it....or not...it's kinda gross. It's just good practice...along with shaking 3 times. Don't ask, just do lol .

Instinctively many guys put a little bit back it while pissing, so to free completely the orifice. Others prefer to uncover completely the prepuce during the act.
Anyway, it’s always opportune to turn away foreskin to avoid uncontrollable jets.
About the infection, prepuce remains wet independently if foreskin is pulled back or don’t, and to avoid stink or (outside) infection, we should get a wash when possible.
