Thank you all for the wonderful answers. (Keep 'em coming if you have more to say.)
I tried to choose a "best answer", but Yahoo won't let me do this until the question is 24 hours old. Unfortunately, when the question IS 24 hours old, I will be on my trip and not by my computer.
Thanks again to everyone.

Sheesh - Sargosis certainly has an attitude, doesn't s/he? The obvious answer for seals and whales is Seaworld, but I doubt that's what you're thinking of. To see seals, you're guaranteed to see a bunch of them any time of the year in La Jolla. A number of years ago the city built a swimming area for children right at the beach next to downtown. Well, the seals thought this was a pretty nifty place and came in and took it over. They come up onto the beach to bask and to raise their young. It's probably about as close as you can get in a natural setting to truly wild animals. Go straight to downtown La Jolla - Prospect St. - and another couple of blocks to the ocean. You can't miss the Children's Pool area - and there will be dozens of seals there whenever you visit. It's also a great area for exploring tidal pools and such, and a few blocks south is WindanSea beach, one of the more popular surfing spots. Best time to go is early on a weekday. If you have time you can even go kayaking around the La Jolla bluffs and caves just north of downtown. There's tons of traffic in La Jolla on weekends and during the day on weekdays which makes it a challenge to find a parking spot.
As far as whales, it's the wrong time of year. You want to visit between December and April when the whales are migrating. If you come during that time, there are dozens of outfits that will take you out whale watching and most of them will guarantee that you see some whales. You might be able to sight some this time of year but it will be pretty iffy. There's no good place to see them from the coast like there are further north in California, so you pretty much have to go out to where their migratory paths are.
By the way, while things could certainly always be cleaner, the doom and gloom stuff is way over blown. I go out swimming once in a while and when I do I can look down around my feet and see sea bass and rays swimming around all over the place. We take our dogs to Dog Beach (at Ocean Beach) just about every week so they can romp in the surf. We've seen all sorts of sea life even at this very popular spot. Not too long ago we were down at Seaport Village on San Diego Bay, which is where the city meets the water, and there was a seal playing between the pilings of one of the docks. You never know what you're going to see or when you're going to see it when you go to the ocean here, but the seals at La Jolla are an absolute sure thing. Have a great time!

There isn't much available for whale watching in SD, it's too far south, San Fran or other places are better for that. La Jolla coves has an area where a bunch of seals (or maybe sea lions) congregate. For other sea life, go to Sea World or the beach. The San Diego zoo is awesome. You could also take a day or dinner cruise around San Diego bay or take the ferry over to Coronado.

I moved from the bay section to Arizona for a pair of years and placed leases 1/2 the cost. each thing else changed into more cost-effective. Like nutrients and facilities and autos. i changed into in Phoenix/Scottsdale. the execs are a good airport, reliable thrift shops, interest possibilities contained in the large city, reliable community college gadget, 2 reliable universities, miles of properly maintained highways without human beings, only chapparrals, owls and tremendous barren area panorama. The cons are one hundred ranges 1/2 the 365 days, warmth pool water, warmth tap water, AC on all nighttime, quickly drivers, Republicans. I dont comprehend the cities you stated yet I loved Carefree about 20 miles north of Scottsdale. i could say to you that Oregon is better positive for households and inexpensive than San Diego. And no sales tax, that makes a distinction. They get a honest quantity of rain yet no longer particularly warm. human beings in Southern Az visit Rocky aspect, Mexico to the coastline.

La Jolla has a seal colony at the Children's Pool, try www.signonsandiego.com for other activities. Or Sea World always has seals!

marine life is all but totally dead in the southern part of california. there is so much pollution and garbage in the water that swimming there is toxic even for the whales. i wish you good luck, but there are high chances that you will not be able to see much.
