First, you can learn to program in any language. No, HTML is not exactly a programming language. It is an introduction to a couple of very basic concepts: variables(CSS), syntactical elements, level of elements, etc. So it isn't a BAD thing, it just doesn't start as high up the logical rope, so to speak. Okay, I'd suggest that you pick a language from among the following: BASIC, C, Pascal. Then get a start with tutorials and tools to match. You can explore languages and tools, find tutorials and reveiws for a lot of languages free at the URL below. Take your time and don't get discouraged. If the first tutorial you find doesn't convey the idea to you, find another tutorial. Personally, I'd start with BASIC(NOT Visual Basic or anything that deals with a GUI).

And no, HTML and CSS don't really count as programming ... Java, JavaScript, and PHP would though.

Well , if you have already done html & CSS, go for JAVA-SCRIPT & VB.net, as they will make you a "fully functional" Web-Developer.

Maybe you can go PHP & MySQL directly. It's good to concentrate on making web pages. You will get big opportunity in web designs, get free domain and create your own...

you can start with vb.net because its syntax is very similar to english language:)
