I've bought some shoes at Payless before. I always check out the shoes at Target and Walmart when I'm there, and have never found any that weren't ugly and cheaply made. I do like some of their clothes, just not the shoes.
I'd rather pay $20-$30 for an awesome pair of shoes at DSW or Marshalls than buy three crappy pairs somewhere else for $10 each. I never pay more than $30 for a pair of shoes, and I have some of the nicest shoes out of all the girls I know. Several of them will probably stay with me until they become vintage and the style comes back around again - they are very well made and beautifully styled. So in my opinion, you don't have to settle for poor quality and "almost but not quite cute" style if you just shop smart. That said, I've been happy with some shoes I bought from Payless, they just fell apart pretty quickly.

Unfortunately I have larger feet (size 12/13) so I occasionally look at Payless. Their larger size selection is quite poor and old-ladyish so it's very hit and miss. I usually have to go to tall girl or other specialty stores for shoes and can easily end up dropping $100+ a pair. But at least they are quality and feel good!
I am not a big fan of Wal-Mart. Some scary people shop there.

I buy shoes at Target sometimes if I know that I am only going to wear them for just the season or year. I like the thought that I can have more shoes for less money, and I don't feel like I have to wear them forever because I paid a lot of money for them.

I've bought at all 3 at one time or another. They have cute shoes. I got some knock off Crocs at Walmart for $9. WHy would I pay $30 for the Crocs when the ones at WM look exactly the same?

Price! and convenience.
I don't own a ton of shoes. 1pair of sandals for summer, 1 pair of dressy casuals shoes to wear with a dress or slacks, 1 pair of sneakers, and one pair of winter boots (snowmobile boots)
1 pair wears out, I replace it.
I budget my money & having the "latest style" or "brand name" is not a high priority.
I like to be comfortable and can always find what I like in either Walmart, Payless or Zellers (Canadian budget chain). I'm not a shopoholic so I dislike going to store after store after store.
