Higher education is the umbrella term for a university education and hence a degree. It is not an HE degree per se, it is a degree. An ordinary degree or designated degree is a three year course of study; an honours degree is four years - the extra year used to study your subject in more depth; a joint honours is four years studying two subjects in depth; a masters etc is a postgraduate degree.

HE degree is a higher education degree.
BA BSC Beng Bed.

The other qualifications are MA, MSC, PGCSW, Meng, Mphil, PGCE
these are all post grad

Never heard of a degree that isn't at least 3 yrs

Higher education degree - just a normal degree.
An MA is a masters and this is higher than the HE. xx
