V for Vendetta is a social commentary/jab at the governments of the United Kingdom and the Bush administration. The original graphic novel was written in 1988/1989 according to my copy. The setting is 1997. This means that it is set in the near future, so it had to be updated to keep the tone of the book. Today is 2006 and so it is place about 10 years in the future. Thus allowing for the further changes in the powers.

The comic book was made to jab at the British leader. The man who wrote the comic book just gave the write the rights to use his caricture any way he saw fit as long as the check he got did not bounce.
