It is a simple chemical reaction. The ammonia and phosphorous in the window cleaner is released into the air. This stimulates the formation of rain clouds. The extra moister in the air from the water used to clean the windows super saturates the clouds and it rains.

probably for the same reason that everytime my guy takes off works so we can spend the day together it rains. It must be that black cloud hanging over us.

Maybe because the dry weather shows up streaks we would normally ignore? Well, I'm still ignoring my streaks anyway, though it's getting harder and harder to do so.
