What are the similarities of totalitaria and a democratic government?

The leadership in both systems is usually crooked and on the take.

Very little my friend, except perhaps in administrative terms.
Totalitarianism often used the perception of Democray to function..so elections, voting and so on may be used, but with perhaps only one party to choose from
