3. Fewer developed highway systems
4. Less living space in cities (and less parking space as a result)
5. Bike use is encouraged by the govt for above reasons.

Iam not sure.... which bikes you mean ..... as far as i know abt Chennai.... there are atleast less bicycles than in anyother part of the world. But if you are talking abt motorbikes... definetly there are more bikes in India, especially coz.... the rates of bikes are extremely cheap and its very easy to manage at rush hours. And with a car in India.... its difficult to manage in the tarffic, the maintenance, the park space etc get difficult.
Also what can be more fun than a risk drive on a bike. Atleast now they r pushing people to use helmets to reduce the number of accidental deaths
All this is not abt being thrid world country, upcoming country, or whatever it is. It is about personal choices. And as far as i know people in India have enough money to buy themselves a car..... but its only a personal interest..... even if i can afford a car, i dont prefer one.
Frankly when iam in Chennai for holidays....... more than enjoying luxury in a car ..... i enjoy a rough ride on a bike with the best guy riding it . Its Freedom Unlimited.

Because they are just now becoming a nation that the average person may be able to purchase cars, and bikes are a really good form of transportation. Remember most Indians live in the same city they work and distance is not a problem for them to travel.
and there are a lot of Indians......in those cities. what about 2 billion now. in all of India or MORE....

In the so-called "third-world-countries", major part of transport is based on human- or animal-driven means.These means don't consume fuel, are no hazard to environment and can be maintained by local means.
A bicycle in a farmers family means, that food can be brought to a market in larger quantities. In effect, a man on a bicycle can transport seven times as much bananas to the market than a woman. In most African countries (and also in India) women are the "traditional means of transport" for food and water. Men don't transport water, if there is no technical means. Springs with good water are often far distant from a home. A woman can carry about 20 l of water on her head. On a bicycle, 40 - 80 l of water can be transported over a much longer distance in the same time. So for small-scale farmers in Uganda, a bicycle is very helpful to improve the standard of living for the whole family.
Bicycles are used as taxis too. For short-distance transport of people, there exist bicycle-taxis, which consist of a bicycle with a cushion on the (reinforced) carrier. These so-called "border-borders" really beat the asian rickshaws in speed and efficiency. They can pass any road and are by no means humilating for driver and passenger, as there's no shouting necessary to communicate and the passenger immediately sees, when the driver is getting problems, when the goings get rough on the hills. So both can walk up the hill, in a democratic way. Anyway, having a bicycle for a person can mean to have a basis for earning a living.

maybe because they can afford bikes more than cars. Car sure is very expensive and they'd rather spend their money filling their mouths of food then gasoline for their cars. Practical life.

Bikes ( i assume you mean bicycles) are cheap, easily accessible to anyone, need hardly any maintenance, take up little space, cost no money in fuel or taxes, can be parked anywhere, will maneuver easily through otherwise congested traffic, are not bad for the environment. need I go on?

i think because there are loads of alleyway and there is so much traffic on the roads so if u get a bike u can go in the alleyway and ignore the roads full of traffic or to get out of traffic quicklly as it is smaller then a car.
