I live on the ground floor of a two-up, two-down block of flats, and I've been told that because of the possible petrol-related hazards, I am not allowed to keep my bike in my flat. Does anyone know if this is correct?

Petrol and engine oils are considered hazard substances. Whether your tank is full or empty the residue will still be present. Therefore, it is considered to be flammable and explosive. So it has to be stored in a separate room or construction that is not attached to your your place of residence or work.

Yes it is, because it as petrol in the tank, I would try making it secure with chains. Outside for your safety and the other people that live in the other flats.

Yes this is correct as it constitutes a fire hazard, a former neighbour of mine was taken to court because he refused to remove his motorbike from his flat. And he was evicted and also fined £300

Nope. Go ahead and keep it there. As long as you don't run it, keep the floor underneath it clean, and don't open the petrol tank, you should be ok.
Go for it.
