It shouldn't. It should be given to third world PEOPLE! What goes to their governments doesn't always get to the people who are starving, dealing with diseases which can be conquered with decent sanitation and medical care, coping with illiteracy and ignorance in a world that has plenty of books and computers and mass communication to share. In the post-industrial age, we could meet the basic needs of the entire world if it were not for politicians and bureaucrats who stand in the way. It's not that hard, and it's not even that expensive. The benefits of a healthy, productive population would far outweigh the temporary costs. Once the people get on their feet, have a decent roof over their heads and potable water, those sorts of things, then they become able to participate in the global economy, to be productive and to be consumers, and to share in the good life through their own efforts. We're not actually talking about hand-outs here so much as investments in the survival of future trade partners!
But how DO we solve the problem of the fat cats who want to grab it all for themselves, and to heck with the population?

It is to create differences among people. When you give aid in money or kind, most definitely it will not be equally distributed (that would be ideal communism) some people will take more and some will get less, some wont get anything at all.
This is the first motive - envy - Sri Lanka: Look Sinhalese have what you dont have (own country/government), dont you want to fight them and get your own land or government? Here are some weapons, bomb the Army Commanders vehicle... Ok they bombed it - now go to Sri Lanka military and say, you need to declare them as terrorists or they will kill the President, we have some new ultra-anti-terrorist weapons, the cost is $453 million, can you tax your people and give us the money so we will send you the weapons?
Cost of aid: $150 million
Amount received for selling weapons: $453 million.
Feeling of being in power: PRICELESS!
Nobody can beat London in this game.

The general aim of humanitarian aid is to help people in third world countries, particularly the most vulnerable among them, and as a priority those in developing countries. The principal objectives of such aid shall be:

>to provide the necessary assistance and relief to people affected by longer-lasting crises arising, in particular, from outbreaks of armed conflict;
>to help finance the transport of aid and efforts to ensure that it is accessible to those for whom it is intended;
>to carry out short-term rehabilitation and reconstruction work, especially on infrasture and equipment, with a view to facilitating the arrival of relif;
>to cope with the consequence of population movement (refugees, displaced people and returnees) caused by natural and man-made disasters;
>to ensure preparedness for risks of natural disasters or comparable exceptional circumstances and use a suitable rapid early-warning and intervention system;
>to support civil operations to protect the victims of fighting or comparable emergencies, in accordance with current international agreements.
The community has been involved in humanitarian aid operation since the end of the 1960s. The significant amount of aid supplied since the late 1980s has made it a key element of the Community's international policy. The European Union has now become the world's largest provider of humanitarian aid. A Council Regulation concerning humanitarian aid entered into force on 5 July 1996. It defines the scope of humanitarian aid action, coordination arrangements and the ways in which the Union, Member States, international organisations and non-governmental organisations can cooperate.

Humanitarian aid is good PR and goes far to reducing hostility towards our country. People who are getting enough to eat and access to decent education and medicine are usually too busy and too content to want to join a terrorist organization.
