log(25) base 9 is defined by x such that 9^x=25
log(9) base 4 is defined by y such that 4^y=9

Take any logs (base 10, e.g.) of those equations to get:

x=log(25)/log(9); y=log((9)/log(4)

x=1.465; y=1.585 so log(9) base 4 is larger.

log25 to the base 9 = x

Then 25=9^x
log 25 = x log 9 (log to a common base)
x = log 25 / log 9 = 1.465

similarly
y = log 9 / log 4 = 1.585

Therefore log 9 in base four is larger

log 25 base 9=log 5 base 3=(log5)/(log3) {base can be any thing}
=(.699)/(.4771)
=1.465101 [approx.]

similarly log 9 base 4=(log3)/(log2)
=(.4771)/(.301)
=1.585049 [approx.]

so clearly log 9 bse 4 is bigger
