The easiest way is to start a Yahoo Group. Go to Yahoo's Group page and click "Start a Group Now". Very easy to do and you can make it so that only people you invite can join.

There are several 'Free Forum' options online. All will be ad supported, and will probably require the name to end in their domain (i.e. NZcommunity.inserttheirnamehere.com).
All you have to do is a quick search in Google. The process is fairly simple and self-explanatory. I did it myself once.
