I just had the most random urge to bust out laughing for no reason and I still really want to..

No.. I'm not on any type of drugs.
But I fathom that it could be because its 3:26AM and I've had a few Pepsi Jazz's and 2 chocolate chip cookies...

But the question remains..

Am I Insane?!

Not in the least...the simple fact that you have the sense to ask if you're insane likely proves you're quite sane...what's a Pepsi Jazz, btw? That's one of the few I've never tried...
and why not bust out laughing? I do often when I'm reading these things...:)

When a person laughs it releases endorphins into the brain.Endorphins make us feel happy.It may be your bodies way of letting you know it needed some "endorphin Time".
Sounds funny,but it isn't really.Laugh more and make others laugh too.
Also it could be from lack of sleep.You need to question yourself on this.Do you regularly stay up late,do you normally drink Pepsi and eat cookies before bed?
Without answers to these questions,the people who answer this question for you ,do not know the whole picture.

No you just have had lots of sugar, i get that way when i eat lots of chocolate, but not in an insane laugh kind of way but like staring at a stop sign and naming all the words you can make if you rearranged the letters, a sort of dumb kind of humor that that you normally wouldnt find very funny.

Be thankful that your mental state is so positive. There may come a time when you don't have such a view. That's when you should reflect on this moment. And I suspect you will laugh again.

there is a fine line between a sugar rush and insanity careful grasshopper dont let pepsi and cookies cloud your judgment

Sleep deprivation can lead to psychosis...go to bed. Also truly insane people never ask that question.

Probably not... but you really should lay off the high sugar content foods... Go for more fresh fruits and veggies.
