It's usually a sign of disrespect. This act is known as "Mooning." Although it is often seen as funny by the mooner and his or her companions and other observers, it should be taken as an offensive gesture.
You can get angry, call the police, or seek revenge but in my experience the best way to get back at the typical mooner is to moon them back. Stick your butt up in the air and pull your trousers down a little bit.
Words of caution: Don't pull your pants down too far. It's seen as poor mooning etiquette to show any genitalia. Also be sure you can either defend yourself or run faster than they can incase they retaliate.

I can only figure that they are aware that you are observing their actions. That being the case, this action is generally used to show disdain or disrespect to the the observer. Is it possible that you have done something that has made them angry?
This could be an odd form of greeting and they want you to respond in kind.
Or it may be a sexual come-on and they are trying to arouse your interests. Are they attractive?

Perhaps you should think about moving to another neighborhood? It does not sound very pleasant where you are. Who needs it anyway? Have you thought of reporting them either to your parents or the police. It sounds like harrassment to me.

they're trying to live life to the fullest. they might think that they havent got that long to live and are trying to enjoy their lives, and doing that makes them feel better about themselves
