It benefits the public by having something wonderful to look at and cherish. Original thoughts that artists have must be seen, but in order for them to be able to create, they have to make money to live on for living expenses and supplies.

Yes, because the arts help in math and science and other study subjects. The arts help a person learn more so if they pay they will get in return.
