You may think it's cruel, but a squirt gun (think super soaker) filled with water will teach them real quick that wetting mommy's roses gets them soaked as well. Just a quick shot in the rump or snout should do. Unless they like water lol
You can also try a shock collar, they have to be dogs though. Small dogs shouldn't wear shock collars because they are simply to small to handle the current. Could be a risk if a dog has an undiagnosed heart problem or epilipsy. But on the bright side (yeah) a few shocks should be all it takes.
You can also try rubbing their nose into the soil when they do it. Rub it into the urine soaked part of the dirt though. You can clean their nose off after a few minutes (before letting them inside).
Use a FIRM and dominant voice also, tell them 'NO! BAD DOG! NO!' nothing more though, it confuses them. (don't sit there saying 'Oh no my roses, why did you do that?!' it's to long of speach for training a dog.) You can firmly push their snout/nose into the dirt while telling them this (or into the flower bush so they know THAT'S what you mean no about).
Flick the end of their nose when you catch them doing it. Use the firm 'NO!' at the same time.
When they urinate somewhere else (where you want them to!) make sure to praise them, and give them a treat! This re-enforces to them that THIS is a GOOD place to go. Roses = You Angry / Tree = Treat and You Happy!
Swat them on the rump (avoid hitting bones) with your hand, or a rolled up paper. Nothing hard. (instead of the nose thumping or rubbing method).
It depends on your dog as to which method will work best. One dog might HATE his nose flicked, it might not bother another dog. One might hate dirt and urine on his nose, while another one might love licking it off. *shudders* lol Try with the least painful, or upsetting to YOU method first (and to the dog also) then work your way up the chain of methods as you have to.
Squirting them with the garden hose is good also. A quick blast, full force (not in the eyes or up the sinuses) right on the no no spot when they lift their leg.
Some might disagree with everything I said, but I'm not one to take the long way for teaching dogs when it's something they need to stop now. Such as biting, urinating, chewing. In the wild, pack dogs get taught right from wrong by other dogs who give them quick nips or hard as heck bites when they cross the line in the pack. The dogs can handle it.
One thing you NEVER do is punish the dog AFTER something it did. Then it doesn't know what the heck your problem is, or why you are upset. You always do it while catching them in the act, or else you let it go and wait to catch them in the act again.

There are several products that can be sprayed to keep them away. Your local nursery or hardware store will carry these. Of course, you can also use cayenne pepper. Dogs always sniff the area first. It will not hurt them and will deter them from their activity. With any product though, after a rain or watering you have to reapply it.

Even a short barrier will help keep the dogs away. You could try planting something around the base of your roses that is bushy and covered with thorns.

Train them. When our dogs pee where they aren't supposed to, we put their nose in it, whip their butts, and then put them in their fence or crate. That is of course for dogs that know better and are just being rude. With puppies, it's a different method.

The electric fence charger will work. One time of peeing on that and they'll remember to never do it again.

I saw it on tv once. Fill plastic soda or water bottles up with water and place them on the ground. You can find some way to make them look decorative or hide them. I don't know why it works and the tv show did not know why either.

train them to pee elsewhere? when potty training, a book said to let ur dogs mark a newspaper, then put it somewhere where u want them to pee and theyll do it there. but of course if they dont follow it the first time ull have to move them or whatever

buy an electric fence charger and put around your roses. It won't hurt your dog, it will only give a little shock, but they won't do it again.
