from what i gather with your question, yes.... indirectly, politics is indirectly "one" of the cost of terrorism. politics play a major role with government structural policy. the power grabbing, under the table connivance, the nitty bickering over some economic, social policy... etc. but hey, almost all (if not all) country suffer this treatment.
transparency swings both way. some secrets kept within the government should be kept. else, a chaotic scene would ensue with the bric-a-brac of national secrets expose, everyone would be be affected. see, not all tasks should be shown. though true, this is where corruption and mistrust arise, some critical decisions by the government must remain top secret. imagine a scenario, you're country is on the verge of economic deterioration. and transparency is being applied by the government. would it be wise to expose all and give more depression by admitting they aren't doing anything to improve the economy? or would they kept it to themselves? on the other hand, with no transparency, how would you know the government is trying to make some improvements on the economy? see... it works on different planes....
cheer up, just try to improve your life and those dear to you. despite your difficulties, remember, some poorer than you, much worser than your situation tries to survive by fighting for a living. the will to survive in this maddening world gives strength to those who fights back despite being down... always keep "HOPE" alive inside, okay?

POLITICS perse does not give rise to terrorism. But PEOPLE in politics, NOT ALL, can give rise to terrorism. It is the PEOPLE that corrupts the system. And politics is just one of the societal systems that can be corrupted. Another is the JUDICIARY, but I should say, again, the PEOPLE in the judiciary corrupts the system.
In other words, politics, the judiciary, the educational system, etc., etc., etc. have all the good intentions to make better our state. It is man's greed for power that corrupts the system, especially when power is given to them absolutely.
One psychologist said, ABSOLUTE POWER CORRUPTS ABSOLUTELY.
