Every time the light on my CD/DVD writer drive lights up, any audio playing on my computer cuts out for a moment. This makes playing an audio CD in the computer impossible to tolerate.

The drive is also running very slow when copying data to the computer from a disk or when writing one - it takes little rhythmic "breaks" from whatever it's doing about one second long about every second while operating operating. This makes any task take twice as long as it usually would, and it also makes the rest of the computer run slowly.

Is this a software problem, a hardware problem, or is it caused by another part of my computer, like the power unit?

My educated guess is that it could be a number of things; one, your hard drive needs defragging....two, you may need more RAM if you're running a minimum amount...three, the driver for the drive may have been corrupted, and you can fix that by uninstalling the drive using a right click on the drive in the Device Manager and selecting "uninstall" and then reboot.....and five, the drive just may be shot, in which case it's fairly easy to buy a new one and install it yourself. The problem seems to be software related also and Trojan related also. Basically there is a virus you have acquired from the net that acts on certain file type which causes unusual reactions from your computer . Try an upgraded copy of latest anti virus software on the system also try to change the software of the anti-virus( some are better effective than others). I will also suggest a Trojan cleaner and for the slow sped try deframenting your drive . If you are a regular Internet user it should be at least once a week . For the rhythmic breaks that are occurring they might be due to Trojan or virus also if the drive is old due to hardware deformation or unclean lens. Try getting the lens cleaned by a cleaner.
Try a Trojan remover it might solve the problem .

More than likely it is a hardware problem. Sometimes computers have little gliches in the inner workings that make them run a little slower. If it is unbearable, send it to a trained technician because most of the time they can diagnose the problem in greater detail and then fix it. You may just need an update for something.

Maybe your CD/DVD drive laser lens is dirty.
