Ever heard of CERN?
CERN is the European Organization for Nuclear Research, the world's largest particle physics centre. It sits astride the Franco-Swiss border near Geneva.
There work about 6,500 scientists, and they are some of the best in their domain. So I guess that in Swiss are the most intelligent people.

China has the largest population by far, and intelligence is very evenly distributed among humans. Training and education may vary greatly among people depending on economic issues and so on, but intelligence is a biological function--everyone's brain pretty much functions just like everyone else's in its basic information processing.

There's a list out of the top rated schools in the world, and US school don't even rank in the top 20.
So I would say any of the countries of those schools that rank above the US.
