The third hand is called the second hand because it measures time in seconds.
It is the third hand and not the second hand (as far as order is concerned) because of the mechanics of a watch.
The second hand makes one full rotation around the dial causing the minute hand to advance, and the minute hand makes one full rotation around the dial causing the hour hand to advance.
If you buy a watch that has the second hand literally as the second hand on the dial, take it back...it's defective.

Just who do you think you are? What gives you the right to tell everyone which hand they count in what order? Personally I prefer to count the second hand first, followed by the hour and then the minute...So I guess it still does not make all that much sense...

Just keep it simple. It is a hand on a clock which gives the time in seconds. Hence the name seconds hand.

I would think it's because that hand measures time in seconds, whereas the other hands measure time in minutes and hours.

Oh dear, there's a deer in the road. I rode in my car to see if I missed it, but the mist from the dew was overdue and I could hardly see the dear deer. What I read later in the papers was that red color I thought I saw was truly the blood that shed from the dear deer. Now someone's shed is stocked full of good, dear, deer meat!
