That will change the color of the light, and that principal is used to measure the rate at which stars are travelling away from us (the expanding universe theory) and its called red shift.

You would probably see the lights only if you were travelling the speed of light. But the light would not shine forward like in cars.

hi, if while driving car with the speed of light, the light of car is turned on, there would not be any effect, because it dont hv any connection with light.speed of light means veri fast which is 3.0*100000000
