In rats, it can be caused by a tumor in the skull, an abscess around the eye or bone, some sort of fluid build up and even a freak accident that forced enough pressure on the eyeball for it to pop out.
The best bet is to see a vet. This is something that shouldn't be treated at home.

You need to take him to a vet-pronto! Look up a vet in the phonebook and call and ask if they care for hamsters. This could develop an infection very quickly and could kill him in a day or two. It can be assumed that this is also quite painful, so if nothing else, take him to the vet out of mercy-they will likely be able to help him, but the longer you wait, the better the chance he will either die or the vet will have to put him to sleep. It could be due to hygience.
Probably from bateria or fungi.
