It is ok to buy a home with termites as long as it is properly treated. It usually is the responsiblity of the seller to treat the home before its sold.
Make sure you get a warranty from the company doing the treatment. They usually are renewed on an annual basis for a nominal fee and require inspection of the home each year. Its important to make sure you get the home inspected every year because any treatment done can be compromised by soil erosion, flooding, new cracks in the foundation area, digging in the shrubbery areas, etc.
A treatment doesnt guarantee that you will never get termites again. Just that they will treat them if they come back.
Its also good to use a reputable company that has been around for a while and has suitable references of good quality work.

Our home had termites when we brought it, but we were given a year warranty from the seller. We did have them the following years. I was very concerned about termites, but I've found that many homes have them. If you are vigilant, and have a warranty covering your home you should be ok. It is a little extra work, however no home is free of problems. If you love the house - go for it!

No. Termites could be a sign of the area you live. You might live near a habitat that has many termite colonies. This could be the tip of the anthill (hehe...yes im a dork).
Buy another condo away from the area.

It would be no major problem if you purchased the home. You would need to get it inspected and put under warranty by the Pest company. They would take care of any damages if they came from termites.
Good luck

No you don't know what kind of damage they may have already caused. I'd just play it safe and look for something else.
