Dolls: undecided.
Politicians: paper. At least they biodegrade pretty quickly.
Against rock: paper. Against scissors: neither. Give me a rock!
Chairs: plastic. They don't collapse nearly as easily.
Questions: neither. I'll prefer electronic. :-)

Plastic paper! heh heh!
There are raging arguments about which is best, but both score on some front or the other...
My take:
Paper - when you are just going to dump it (i.e., use and throw, like food wrapping), OR to preserve some written matter/agreement (like a currency bill/note) - paper documents are the most difficult to fake!
Plastic - when there is scope for reuse, and "rough" reuse (like credit cards, bags to carry non-perishables, reusable packaging) - plastic is durable in that sense
