Your biggest mistake would for you to appear desperate. Personally in this day and age, shouldnt be too difficult to go out drinking and pick up a skank. Just remember confidence is key. "lack of confidence" is a useless way to feel. So if you have lack of confidence, just use fake confidence, you may come across as arrogant to many woman but if you keep chatting up drunk girls you will eventually hook up with one.

Hmm no. You must first obtain permission from the Government. If it is not something that you would normaly do then you should not be expected to do it unless there is a specific and guaranteed incentive. Suppose if we "dictate" in India that everybody will need to able to dissect a pig in laboratory then the Muslims will say we object, its not in our religion. We dont know, we dont need to know. Thats your problem, not ours.
