If there is no chance of someone ever being fit for work before their normal retirement age, they should have the right to retire with an appropriate pension (that depends on where they work of course). I have seen this abused many times though with folks taking ill health retirement and then popping up a couple of years later doing a similar job - earning and getting a pension. That I don't agree with.

Yes.Your service can be terminated voluntary by resigning.But if you want to get retirement benefits like pension,gratuity etc you may have to complete the minimum service requirements as per your agreement with your employer and in the case of Govt employees service rules are applicable.You may have to give minimum notice period for voluntary retirement.
