Do you have a fan or something sitting on your desk near it? Anything that might be vibrating the desk?

I'm guessing that you have a CRT monitor (big and bulky, takes up alot of space?) The old CRT monitors have "refresh rates" where they keep the words on the screen. There are pulses behind the screen of all the colors to allow you to see the screen as it is. The wiggling of the words on the screen is the fact that your monitor's "refresh rate" has slowed to the amount where your eyes can detect it. That is bad. Your monitor is slowly dying. How often do you remember to turn it off? Try leaving it off for a while. When you shut down the computer, remember to turn off the monitor too. If it still keeps on doing this...you will need to replace it with a new monitor. Hope this helps.

Try degaussing the monitor (it's either a button on your monitor or in a menu on another button on your monitor). If this doesn't correct the issue, try giving it 24 hours downtime.

Chances are from the sounds of it that your monitor is going bad and you'll need to replace it. I've seen the symptoms before, and that's definitely sounding like the death throes of a monitor.

Do you have your cell phone near your monitor? That can cause the screen to go nuts every now and then if your phone is nowhere near try whacking the crap out of your monitor and see if that helps. See if your monitor has a degaussing feature other than that I cant think of anything else that would help.

Are you eating? I don't know why, but whenever I eat and look at the computer at the same time, the screen seems to vibrate with waves. If your not eating, try restarting the computer. If it doesn't stop after that, call the nearest computer repair man.

It could be you're tired. Maybe you've been staring at the screen for a while. Try some eyes relaxation exercises. Probably it helps.

Ah, someone at my work had this problem; looked like little colourful currents going through their letters. I wish I could help you but I can't remember how it was fixed. I don't think it was serious though...
