I have just bought a new cellphone and I am setting it up. It can make outgoing calls but cannot receive calls. I am still reviewing the instruction manual but if anybody knows how to correct it, It would be much appreciated. Thanks

If you were moving from another cell provider than it sounds like the port is incomplete. Call your new company and tell them the problem.
maybe you have the phone on silence mode?

I'm not sure how to tell you to do this without knowing what model you have but your call filtering is on. usually call filtering is in menu and then preferences. If you can't find it from there call your carrier and ask them how to turn "Call Filtering" off.
