I think, its a Windows Fault. On TCP/IP Network Protocol, ports are used for communication between PCs. The outsider is connected to your PC via a RPC (Remote procedure call) and giving shutdown instruction.
Try to disable the RPC Services in Services applet (found in control panel -> administrative tools). If it doesnt work, then probably you need to do a full system scan or install latest security patches from MS. Use Auto Update on your Windows PC for this.

You have viruses and trojans.... First try

Start
Run
type msconfig
hit ok
then click the start up tab
and uncheck everything that doesnt look related to your virus scan if you have one.

Then

Download and run these

Run those programs and delete as they say
