Go to the bank and open a savings or checking account and you will get a debit card. Not all banks offer debit cards with savings accounts though.

You have to put money in a bank, and then, get one from that bank.
Remember, it's not like a credit card. It will take the amount that you "charge" to the debit card and immediately removes that amount from the bank account. There is no payment statement received every month. A debit card is a convenience to avoid carrying a lot of cash.

Yes it has to be through a bank. But you could get a secured credit card which acts just like a debit card. It uses your own money and you can purchase things with it instead of carrying cash - plus it will help build your credit. In a search engine just type "secured credit card" and look at your options. Being that it is your own money, you shouldn't be turned down.

This is how I went about it:
first, you must set up a checking account, usually requiring a minimum of $50. You also must be 18, unless you have a guardian sign with you.
second, you must ask for a check card, and it will be mailed to you within a couple of weeks.
I'd also recommend setting up online-banking so that you can closely monitor your account.
