Develop a portfolio. When you decide what colleges you want to go to, a portfolio will totally help.

First, take a class in sewing and clothing construction if you can. Your local college or sewing center should offer them. This way, you understand how clothing is put together. Also, as has been mentioned, start putting together design ideas in a scrapbook or portfolio. Take some art classes in colour and shape as well; or maybe these would be included in basic design. I am sure your state has fashion design shools; maybe not nearby; but do a Google for Ohio schools and see what comes up. I bet there is one somewhere fairly close. Write or call and see what kind of programs they offer. You are on your way!

learn to sew, trust me it'll help in your functionality for the designs. Go to college and get a degree, or two. Textiles or what not. Land an internship so you physically learn what is needed for the job. Land a job as an assistant to a designer. Then slowly create your own stuff and start your own business.
