I think it does. You'd never compliment someone by saying that you like their "garb".

By referring to someones clothing as "garb" you are implying that it is costumish, ridiculous, over-dramatic or clownish in nature. It would be the equivalent to referring to someone's clothes as a "get-up". You wouldn't ever use that expression in a positive way, unless you were talking about a Halloween costume or some-such thing that was intended to look outrageous.

If you refer to a bride's wedding dress as "garb", I suppose to her this would be negative.
