www.samash.com
They have several starter packs that come with everything you need. I got the Baja electric guitar starter pack and I love it, and it was only about $100.

Fender makes some inexpensive acoustics that have nylon strings - but you can put steel strings on them also. Get one of these to learn on, then when you get more comfortable playing you can switch to steel strings. This way you will develop your finger strength nice and slow. It will keep you from getting discouraged easily.

Ibanez has some lower end models that sound pretty good. It would be worth it for a beginner. samedaymusic.com has some good packages for around that price, just to get you going.
