Give her the money for a new phone or offer to do some extra chores around the house.

I'm guessing you still live at home? Or at least your mom still supports you? If this is the case, here's what you do. Wait till a time when you know you're supposed to call her, like if you'll be coming home late, or something like that. And show up or call an hour late. Tell her, you were unable to alert her of some emergency that happened because your phone doesn't work. Always use the scare factor! Parents eat that stuff up. If they think by not spending the $100 bucks to get you a phone, they are endangering you in any way, they'll cave in...

Call your provider, prob. Tmobile or Cingular, and tell them to send you a new SIM card. Your old phone will work with any SIM card on that network.

Get another SIM card and clean up your room, wash the dishes, wash the dog, wash the car, vacuum, clean the bathroom, everyday and ask her nicely and tell her you will do all these chores listed because you love her so much and want to relieve her anxiety/stress level. -Mom

ask for one as a gift when you graduate high school or college.
make a deal with her that you will mow the lawn, clean the house, clean the car, clean your room, shampoo the carpet, make straight A's etc (whatever she wants from you) if she will get u a new phone.
try to earn the money or some of it yourself. they are always impressed with that.

go shopping for the day don;'t come home till late
when she worries she'll try call you then when she notices your phone is dead then she might consider getting you one or you might get grounded
just be careful

over a week do nice things for her. not anything to big just little things. and kinda give little hints. then come out and ask her
