the fixed point is a man observing outside the train as it pass by with some sort of instrument that can measure the speed of the man running inside the train .

Is he running toward the front of the train or the back? The answer is either 80kph or 0kph.

BTW you left the word 'train' out of the original question.

He is going approximately 80 kph.
He and the train are slow enough so that
relativistic effects are negligible. Technically
he is going a little slower than that. You can
calculate it with relativity.
