Depends -- do you mean any comic-book character whose place of birth is listed as Canadian, or any character starring in a Canadian-produced comic book?
I'm assuming any character who hails from the land that's strong and free, so in that case my vote has to go to two people, a hero and a villain:
Northstar started out as a team member of Alpha Flight, with little to distinguish him from most of the rest of the Marvel universe. In the early Alpha Flight issues, he was depicted as arrogant and elitist (playing off a popular English-Canadian stereotype of French-Canadians), and it took forever for Marvel to 'fess up and admit he was gay (something his creators said they planned from the get-go, but were forbidden to acknowledge by company fiat). Even then, it took a long time for him to really get interesting -- not until he joined the X-Men, imho.
The rest of Alpha Flight? Meh. Guardian was too upstanding, Puck a blatant Wolverine knock-off and the rest too full of the usual Marvel angst and soap operatics. By the time they got to admitting such characters as Box and the dude who could create past and future versions of himself (so memorable I can't even remember his name right now), it was time to bail big time.
Villain: Gotta be the Mist from Robinson's Sandman series. He was supposedly a Canadian soldier in WWI who got his weird powers on the battlefield and then went and did battle with Starman and his sons when they took up the mantle. His final battle with his nemesis -- and the result of said battle -- is one of the finest moments in comics in the past 10 years.
Finally, I gotta put in a word for Dishman. Based on an actual story about radioactive dishes in a Canadian magazine, it lasted only 1 issue in 1988, but my God it's a funny read. Cdn. John MacLeod tells a story about a teacher who discovers one day he has the power to wave his hand and clean dirty dishes... but just that. So of course, he has to put on a costume and go fight crime, right? Totally hilarious as a concept, and one of the best black and whites to come out of the 80s. Almost impossible to find now, but well worth the look.

Does Northstar count...he's quebecois...but at least he's from Canada. Why Northstar and not Sasquatch or Puck? I mean I like scientists ( I am one) and like George Lucas, little people have this fascinating appeal (not a sexual fetish). Northstar is my favourite character because Marvel took a chance by making him gay. They didn't make him a helpless flaming queen either. I respect them for treating LGB people with a degree of acceptance and fairness that had (and still is) often denied to those of that particular lifestyle. I've a few LGBT friends and family members, and I get really p*ssed off when people say how evil or wicked they are. They're people just like eveyone else, some are good, some are bad, some are exciting, some are boring...the point is that in the end, they're individuals just like you and me and they deserve the same respect and rights that we all enjoy.

Captain Canuck!! Seriously, the George Freeman art and color in the later issues is great! There was also a Captain Canuck comic strip, but I have no idea how widely it was distributed.
The early issues are unintentionally funny. They used photographs for backgrounds, then drew the characters in. I think they just didn't know how to draw well, so they figured they could take a bunch of Polaroids and save the embarrassment of drawing crappy looking scenery.
Some trivia: An issue or two before the comic book publisher tanked, they advertised in the comic that you could buy shares of the company. Looking back, it's pretty obvious they knew what was going to happen and they took other people's money when they could. Nice.

Captain Canuck (late '70's), Guardian/Vindicator (the Original leader of Alpha Flight!). They were the earliest and the best. The others are good and all, but sometimes I feel like they just jumped on the bandwagon once people saw that there could be a Canadian hero without everybody laughing at him.

For Better or Worse is a Canadian Cartoon and it is my fave. I have been watching the kids grow up for a long time now.

I have to vote for Captain Canuck myself. It was a good and interesting series, but the distribution stank.
Wonder if there could be a successful revival in today's direct sales/comic book store world?
