Who designed the tri-color flag and was it copied by either Italy or Mexico?

I believe the tri color was adapted by Italy first. In the days of the Monarchy there was a royal seal in the white middle section. When the ding was disposed they took the royal seal out and Mexico put their national emblem of the eagle and the snake on their flag to distinguish it.
