Stretching is good all the time - before running, for sure and make sure to do a warm down, by simply walking a short distance afterwords. Before u go to bed and right when u get up is great too. Better to be loose... in a good way.

Haven't heard much about stretching out before bed, except that you don't want to exercise prior to bedtime because it will make it more difficult to fall asleep.
Stretching before & after running reducing cramping from lactic acid build up. A good thing is to have a banana ready for a potassium replensihment. Your body allows for a veyy short window to replenish what you deplete during exercise, so reach for that Gatorade!

Depends on what is typically sore.
For running, it's a good idea to stretch out your calves, thighs, and shoulders before running. Afterwards, stretch out your butt muscles (yes, it's called "runners' butt") and cool down. Look online for stretches.
I'd say it's more important to stretch afterwards than before a run.
