Are you just adding a HDD? Right tic on "My Computer" select "Manage", tic on "Disk Management" in the left pane. All of the HDD should appear in the right pane, right tic on the new HDD and select "Format". That's it!

Put you XP CD into the CD drive and then boot the PC from it
It should begin the Windows install
About four to five screen in it will offer to format your hard drive
Let it format it (usually NTFS)
If you do not want to install XP on the drive, you reboot once the format is done

if it is a new hdd you need to partition it first, then format or it wont work, it is pretty complicated you can google format and get step by step instruction,
