Put together teams. One person concentrates on finding a path out, one has a firstaid kit and food, if there is any, and one looks for useful items along the way. If you have more people, one could be in charge of children who don't have family members located. People who are unharmed would help look for others, of course. The main idea is to divide the work so people don't just start panicing.
May we never have to go through one again.
