If you have to choose one over the other for your only saw, the table saw is the way to go. You can do almost everything on a table saw that can be done on a radial arm saw, but the opposite is not true. There are things you can do on a radial arm that are easier to set up than they are on a table saw, but there are things you just can't do on a radial that you can on a table.

By the way, the best place to buy a table saw is at an extate auction. It seems that every one has a table saw for sale. Watch the auction listings in your local newspaper. I have bought several in my lifetime, and have never paid over $100.00.
In fact, I bought a seven year old Delta commercial grade table saw with table extensions and a lot of accessories for $85.00 just two years ago. I use it almost every day and have never had a problem with it.

A radial arm saw will allow you to cut angles real easy.

Yet a table saw will allow you cut large flat sheets that cannot be reached with a radial arm saw.

each has its own purpose, what are you trying to cut depends on what saw to use
