Some non chemical options that should work:

Tear open the 'bag' so birds or other critters can get into it and eat the caterpillars.

You could also cut the bags out of the tree, then do the above mentioned.

This may take some time depending on how many bags there are, but at least it's free and non chemical!

Hand pick them then set fire to them.If you just throw them on the ground the eggs could hatch the following year.Whatever can't be
reached can be sprayed(i.e. Sevin).
