If alcohol is a depressant, then why do people get headaches if they drink too much of it?

I mean, alcohol slows down the central nervous system. that means that blood pressure and heart rate slows down while drinking alcohol. But if this is so, then how do you explain hangovers and headaches?

Alcohol can be both a depressant and a stimulant...basically it increases the effect of whatever emotion you're already feeling. If you are feeling wild (ex: spring break) then you are going to get wilder. If you are happy, you're gonna get giddy. If you are bummed out, you're gonna start crying in your beer.
