My friend actually had a visit from social services about it. They found out that his 4 year old boy and 3 year old girl were sharing a bedroom. So I'm guessing before they turn 4.

If this is true, this is absurd!!! What are poor people supposed to do? This would be a bias against low income people.

What if you don't have a bedroom at all? My brother and sister slept on the living room couch when my mom was a single mother.
