Actually there IS a purpose, but it is the same purpose for placing a setak on a black eye--they are cold. Actually it would be better to freeze two fifty cent pieces and place there because cold causes the skin to contract ("shrinkage" in Seinfeld jargon) and when baggy eyelids get cold they shrink (for a short time) and make the woman look younger.

They are soothing to the eyes, reduce puffiness and brighten the eye area a bit... so I have heard, anyway. I've never tried it myself! :)
