You said try and give an intelligent answer and most just gave a name saying he sucked. With the shape the USA is in it comes to no surprise. Also to no surprise many say Clinton and give the reason of him having an affair. Wow I wish that was the worst a president has ever done and it is sad people are able to dwell on that with so much more worse things in this world.
At one point I would have said Hoover or Regan were the worst. All Hoover did at the start of the depression was give the wealthy tax cuts while America went down the drain. In a time when people needed help he ignored them and did nothing. I am surprised how many hate FDR for trying to help during the depression, something Hoover never did. Regan was not much better off. During his time we were in a recession and unemployment hit 10%. He doubled our deficit with wasteful spending. He is most known for his economic program which almost all experts agree is a great failure.
However, over the past few years there is a president that is far worse then either of these two. One so bad I wish Regan could be in office again.
I would have to say Bush is the worst ever. He became president by not even getting elected by the people, twice. Then he starts a huge war with Iraq and lies to the American people telling them Saddam had weapons of mass destruction and was responsible for 9/11. Later, by the former CIA deputy director, it came out he knew full well they were both lies and just wanted his war to get off the ground. He took away rights from Americans with the Patriot Act. Now a day you cannot say anything bad about the President without running the risk of jail. Now days you do not even need a trail or charge to go to jail. The press is not allowed to say anything against him and the few who done so have be fired or threatened with jail time. The economy has been in horrid shape and every economist says it is but Bush still says it is not, which one should you believe. He made huge cuts in science and education while burning money in this needless war and tax cuts for the rich. After all who needs stem cell research? The troops in the war are nothing but slaves since many have to buy their own equipment and still have not been paid. He has destroyed so much of the environment by allowing loggers to have no limits and using land for his own personal gain. He has taken many species off the endangered list so companies can build on the land. He wanted to destroy parts of Alaska to get an oil supply that would only last for about six months and give us merely 11% of your oil needs. He made it a law that corporations can take people's homes and use the land to build stores or housing. He gave huge sums of money to the wealth while leaving the middle and lower classes out to dry. He had banished more environmental laws then any other president in history including getting rid of the antiquates act started by FDR. He told his own people to lie about the facts surrounding global warming and still denies it is happening. He allows trade with nations that support terrorists. He has shown support for out sourcing by giving tax cuts to American companies that move to other countries. He wasted away the surplus Clinton had and put us in a greater dept. He gave a six billion-tax cut to the oil companies after they have had record-breaking profits. He says gas prices are so high because of problems in the Middle East but we only get 9% of our oil from there. There is of course lots more I can type but my fingers are getting tired.

Bush is the worst but isn't out of office yet. It was probable Ulysses S. Grant as the worst ever. It's no shock that he's a Republican.
He put his friends in political positions which they were never fit to do. Economy was low for the most part, took bribes for favors. Ruined the gold trade by back stabbing two guys who tried to corner the gold market. Was horrible at the reconstruction of the south.
Yes folks what many historians call the worst presidents just happen to be Republican.

William Henry Harrison was pretty stupid. He caught pnemonia during his inagural sppech & died a month later.
A bunch of history professors got together and said that James Buchanan was the lousiest, because he failed to prevent the Civil War, which Lincoln then had to deal with.
President Bush is not a good President. I don't know how he compares to the rest, since I was born during Reagans first term. But it's all from the perspective of the person you ask. SOme say Clinton was bad, and W. Bush is great. Others have a reverse opinion.

There are some horrible atrocities that have been committed by presidents.... In my opinion, this country is in it's worst state of affairs... only because of the "risk-reward" factors of every decision this guy, supposedly, makes.
The sad truth is that we haven't had a "president of the people" for a very long time.... and the last true "president of the people" was an accident on a small minority's(yet large in power) part... and believe me... that won't happen again.

Jimmy Carter - Not declaring war on Iran in the take over of the American Embassy and holding Americans who worked there. hostages for 444 days. That was a declaration of war on the USA!!! This crisis lasted from 4 Nov 79 until 20 Jan 81.

James Buchanon has to be near the top of the list. His incompetence devided our great nation in two & then he washed his hands of all responsibility for the Civil War. Some may say "Nixon", who got caught with his political pants down. But until then, it was Nixon who brought to an end the most infamous war in American history; Viet Nam.
William Clinton guided our Country to economic prosperity. But, laughed at the stupidity of the American people by lying about his personal affair, lying about his past affairs, lying about his business dealings & worst of all, Bill Clinton refused to recognize Osama bin-Ladin as a serious terrorist threat. This, even when Sudan offered him bin-Ladin's head on a platter...three times. This lack of leadership cost America the greatest loss of human life in history by a single terrorist attack. George W. Bush was forced to deal with this monster, much in the same way as Lincoln was forced to deal with the Civil War. George W. Bush has liberated two countries, crippled the Taliban & Al-Qaida, captured a terrorist who murdered 300,000 of his own people, put nuclear weapons inspectors in five countries including Iraq & Iran without firing a single shot. His persistance led to the discovery of 500 WMD in Iraq, this under the malicious scrutiny of the media, Democratic Party & common "Bush-bashers". In light of these facts, it probably isn't Bush that has been our worst president. But, unfortunately, the record points directly at William Jefferson Clinton!

In the 1996 presidential election a few months later, Clinton was re-elected, receiving 49.2% of the popular vote over Republican Bob Dole (40.7% of the popular vote) and Reform candidate Ross Perot (8.4% of the popular vote). The Republicans lost a few seats in the House and gained a few in the Senate, but overall retained control of the Congress. Although he did not win a clear majority of the popular vote, Clinton received over 70% of the electoral college vote.
Throughout 1998, there was a controversy over Clinton's relationship with a young White House intern, Monica Lewinsky. Clinton initially denied the affair, stating "I have never had sexual relations with Monica Lewinsky. I've never had an affair with her." Four days later he also said, "There is not a sexual relationship, an improper sexual relationship, or any other kind of improper relationship."[5]
Clinton then appeared on national television on January 26 and stated: "Listen to me, I'm going to say this again. I did not have sexual relations with that woman, Miss Lewinsky." However, after it was revealed that investigators had obtained a stained dress as well as testimony from Lewinsky, Clinton changed tactics and admitted that an improper relationship with Lewinsky had taken place: "Indeed I did have a relationship with Miss Lewinsky that was not appropriate. In fact, it was wrong. It constituted a critical lapse in judgment and a personal failure on my part for which I am solely and completely responsible."
He apologized to the nation, agreed to pay a $25,000 court fine, settled his sexual harassment lawsuit with Paula Jones for $850,000 and was temporarily disbarred from practicing law in Arkansas and before the U.S. Supreme Court. He was not tried for nor found guilty of perjury in a court.
In a lame duck session after the 1998 elections, the Republican-controlled House voted to impeach Clinton. The next year, the Senate voted to acquit Clinton of what many have alleged were politically-motivated charges.
In the closing year of his Administration, Clinton attempted to address the Arab-Israeli conflict. After initial successes such as the Oslo accords of the early 90's, the situation had quietly deteriorated, breaking down completely with the start of the Second Intifada. Clinton brought Israeli Prime Minister Ehud Barak and Palestinian Authority Chairman Yasser Arafat together at Camp David. However, these negotiations proved unsuccessful. Critics charged Clinton with trying to "shoot the moon" to benefit his historical legacy, but instead making the situation worse with a botched negotiation. Supporters consider Clinton to have attempted to address new tensions from the recent outbreak of violence at its root causes, and that Clinton can hardly be blamed for a decades-old conflict. Some further argue that the perception that Arafat walked away from an offer that supposedly contained all of his previously stated demands enabled the US to pursue a more pro-Israel policy in later years.[citation needed]
Despite occasional political troubles, Clinton remained popular with the American people. In addition to his political skills, Clinton also benefited from a very skillful management of the US economy. Under Clinton, the United States had a projected federal budget surplus for the first time since 1969.[9] While Clinton, Congress and the private sector have all been given credit at different times, this economic success was a source of immense political strength for Clinton. He remained popular through and beyond the end of his terms in office.

For the record, I don't like George Bush. And I don't like most of the people who work for George Bush. So, diehard Republicans can just brush aside my remarks as so much partisan blather.
But by now I suppose very few diehard Republicans ever read what I write. So do me a favor -- e-mail this to the diehards in your family and circle of friends. Ask them to tell me why I am wrong about this:

And here are just a few reasons why I believe that statement is true. the war that is largely responsible for that drop in our international image. President Bush really screwed this one up. First, everyone not drinking the neocon Kool-Aid tried to warn George not to pull that trigger. Then Army chief of staff, Gen. Shinseki, warned Bush that a war in Iraq would not be the "cake walk" his neocon Rasputin, Paul Wolfowitz, promised. Instead, he warned, we would need a lot of troops in Iraq for long time. For that piece of advice he was first publicly embarrassed by his boss then shown the door, according to The New York Times:
So, thanks to George W. Bush and the handful of Neocon nuts you listen to. Now we are stuck in another Vietnam-type war thousands of miles from home. All the Vietnam trappings are here for anyone who cares to notice -- indigenous insurgents, driven by a fanatical ideology, supported and supplied by "spoiler" nation-states with their own anti-U.S. agendas, thousands of dead civilians, American soldiers dying by the gross week in and week out, with no end in sight.
Nice going, George. Maybe because you skipped out on the Vietnam War you didn't know this could happen. Or maybe you really are as dumb as common road gravel.

In my lifetime, Jimmy Carter, and is still the worst living president. Bill Clinton is a close second, for all the hero worship, he was a lousy president.
