I must admit there are times when questions like this particular one gives me pause, or even shock. Your question is full of holes. Those things come out of International organizations that are USA bashers. The majority of the groups, including the UN stack the cards against America. This mess is usually given out by Russia, China, Iran, and a few more countries. Do you understand? They are the Human Rights Group that gives you the spiked facts. Pot calling the keddle black?

The International Organization of Human Rights made the rank and you may see the facts what the USA have done or threatened the countries especially the developing countries or the third world countries economically and politically blowing the wind of Democracy that would not be matched with the will of the people or different from one to another countries..

Because the standards used by the ranking people are biased. They also depend on subjective sources for their ranking. For example, the US does the best job in the world tracking crime statistics. We report a greater percentage of crime occurences. So when another country underreports crimes that are considered important to hman rights, the other country looks better because the information is faulty. Those ranking human rights also weigh conditions disportionally to the effect. FOr example, the US is criticized for the death penalty, even though the odds of a death penalty for a random individual in the US is one in 10 million. Yet the DP in the US is frequently quoted by the "ranking" bodies as significantly degrading human rights.
Last - It doesn't make the press to say a third world country fails to uphold human rights, but the press is all over it when the US is pointed out. So who do you think will be identified when a "ranking" agency wants publicity.

There is no question that the US ranking in human rights has faltered since 1948.
Rather than copy and paste long sequences in explanation I will simply add a url to read the prevalent issues.

Because organizations like the UN and Amnesty International do the ranking. Because of their ideological bias, they score things like lack of socialized medical care, lack of socialized housing, and the death penalty, much harder than people without their particular intellectual bias would.

Just because an organization sells itself as neutral, doesn't mean it is.
